August 2012: A Guidebook of Best Practices for Implementing a Robust DMSMS Management Program
New Diminishing Manufacturing Sources and Material Shortages (DMSMS) Portal Launched
The DoD Diminishing Manufacturing Sources and Material Shortages (DMSMS) Working Group, the Defense Standardization Program Office (DSPO), the Government-Industry Data Exchange Program (GIDEP), and the Defense Acquisition University (DAU) are pleased to announce the collaborative launch of an all new DMSMS Knowledge Sharing Portal (DKSP) as part of the DAU Logistics Community of Practice (LOG CoP).
This new DMSMS Knowledge Sharing Portal (DKSP) is supported by the Defense Standardization Program Office (DSPO) to serve as a unbiased source of products, services, information, educational resources, data interchange techniques, interactive forums, and related material. The intent is to empower the DoD acquisition and sustainment community, both organic and industry, to develop and implement best practices for monitoring, tracking, resolving, and performing logistic and engineering analyses to proactively mitigate the impacts of diminishing manufacturing source, material shortages, and obsolescence. Resources available within the DKSP are extensive and include a comprehensive listing of DMSMS related tools (both no cost and subscription based), training materials, a comprehensive library (containing directives, manuals, presentations/papers, and newsletters), and a related calendar of events, as well as links to other useful sites and points of contact.
For long-time members of the government DMSMS community, please note the resources available from the former DMSMS DKSP website at www.dmsms.org have migrated to this new location. To ease the transition, the earlier www.dmsms.org web link will continue to be available, and will automatically redirect visitors to the new DMSMS DKSP at https://acc.dau.mil/dmsms.
In addition, please be aware that the DMSMS Working Group and DAU have collaborated to make five DMSMS-related web-based training modules available to members of the defense acquisition workforce, as well as to other DoD and federal government employees and their industry counterparts. DMSMS Plan Builder
The DMSMS Plan Builder is a document generation tool that assists in the development of DMSMS Management Plans (DMPs). Through easy to navigate question-and-answer sessions, users are able to build comprehensive, expert-based DMPs with the Plan Builder. Logic built into the tool determines which questions need to be answered and an embedded help system provides guidance to help in answering each question. Strategic and Critical Materials 2011 Report on Stockpile Requirements
This 2011 National Defense Stockpile (NDS) Requirements Report on strategic and critical materials is submitted to Congress by the Department of Defense (DOD) pursuant to Section 14 of the Strategic and Critical Materials Stock Piling Act (see Appendix 4). Section 14 requires that NDS requirements be based on: (1) a military conflict scenario consistent with the scenario used by the Secretary of Defense in budgeting and defense planning purposes; and (2) those materials necessary to replenish or replace, within three years of the end of the conflict scenario, all munitions, combat support items, and weapon systems that would be required after such a military conflict. . . read more
The Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98 et seq.)
The Congress finds that the natural resources of the United States in certain strategic and critical materials are deficient or insufficiently developed to supply the military, industrial, and essential civilian needs of the United States for national defense. It is the purpose of this Act to provide for the acquisition and retention of stocks of certain strategic and critical materials and to encourage the conservation and development of sources of such materials within the United States and thereby to decrease and to preclude, when possible, a dangerous and costly dependence by the United States upon foreign sources for supplies of such materials in times of national emergency. "The new 'Consumer Product Safety -- Guidelines for Suppliers' standard (ISO 10377) will affect all suppliers irrespective of their role in the supply chain and all types of products whatever the origin. [The standard requires that every item in a product be] traceable and carry a unique identifier that is labeled, marked or tagged at the source. This also goes for raw materials, components and subassemblies. 2011 Intellectual Property Enforcement Coordinator's Annual Report on
Intellectual Property Enforcement - from the report: " I am pleased to
present the 2011 U.S. Intellectual Property Enforcement Coordinator's
("IPEC") Annual Report on Intellectual Property Enforcement. It has been
over a year and a half since my office issued the Joint Strategic Plan
on Intellectual Property Enforcement ("Strategy") with significant
public input and the coordinated efforts of Federal agencies including
the U.S. Departments of Agriculture ("USDA"), Commerce ("DOC"), Health
and Human Services ("HHS"), Homeland Security ("DHS"), Justice ("DOJ"),
State, and the Treasury, the U.S. Trade Representative ("USTR") and the
U.S. Copyright Office. The Strategy set forth thirty-three action items
organized under six overarching principles designed to improve
intellectual property enforcement thereby protecting innovation,
strengthening the economy, supporting American jobs, and promoting
exports in intellectual property-related sectors by increasing
intellectual property enforcement."

The Senate Armed Services Committee released their report on counterfeit electronic parts as well as a press release on the report. The report summarizes the results of their year-long investigation as well as the hearing held in November.

Product Support Manager's Conference, June 5-7, 2012
The purpose of the conference was to stimulate dialogue among government officials, industry executives, and academia on integrating government and industry for improved product support. The three-day event featured Government and Industry keynote presentations, a panel discussion on Product Support Expectations and Challenges, and two strategic Product Support Forums on Successfully Leading A Product Support Team and Developing, Implementing, and Executing a Life Cycle Product Support Strategy.
